Is it true that if your heart rate goes above a certain rate you are not burning fat?

Short answer, no. Whenever your heart is pumping (i.e., always) you need to burn fuel for energy. The fuel comes from the food you eat and the fat stored in your body (not from muscle or other places). The higher your heart rate, the more fuel you need.
